Procurement Services SA (PSSA) is the government’s central procurement branch, established within the Department of Treasury and Finance, following the South Australian Productivity Commission’s Stage 2 inquiry into Government Procurement.

PSSA is the government’s chief advisor on all procurement, delivering value for money and better outcomes to the communities of South Australia.

To complement the roles and functions of PSSA, new governance arrangements are being established, including:

  1. A Procurement Review Committee, comprising a small number of senior public servants, whose focus will be to review that appropriate procurement processes are being undertaken for high-risk acquisitions; and/or high-value acquisitions, where requested by an agency, Minister or Cabinet; and
  2. An Industry Advisory Committee to improve engagement with business and identify ongoing opportunities to reduce the complexity and costs of tendering for government work. The Industry Advisory Committee will be comprised of representatives from various industry sector bodies, including Not-for-Profit, ICT and construction.

The South Australian Government Procurement Framework ('the Framework') consists of Treasurer's Instruction 18, the Procurement Governance Policy, and supporting policies that set the minimum requirements for each key procurement activity (planning, sourcing and contract management).

The Framework is designed to empower public authorities to engage with industry, clients and communities to innovate and take balanced risks to pursue better outcomes.
