Commencement of the water industry third party access regime

On 1 July 2016, the water industry third party access regime commenced in South Australia.
The access regime is established under section 9A of the Water Industry Act 2012, which sets out the process for access seekers to gain access to applicable infrastructure.

The Essential Services Commission of South Australia has been appointed as the independent regulator to oversee access arrangements that are sought under the access regime. More information on ESCOSA’s role.

Introduction of the Water Industry (Third Party Access) Amendment

On 11 February 2015, the Minister for Water and River Murray, the Hon. I.K. Hunter, MLC introduced the Water Industry (Third Party Access) Amendment Bill 2015 into the Legislative Council.

Exposure Draft Bill on Access to Water and Sewerage Infrastructure

On 26 September 2013 the Minister for Water and River Murray tabled in the South Australian Parliament a consultation draft of the Water Industry (Third Party Access) Amendment Bill 2013 and an explanatory memorandum.

Industry participants and interested citizens are invited to comment on the consultation draft of the Bill.

The closing date for submissions on the consultation draft of the Bill was on Friday 29 November 2013.

Report on Access to water and sewerage infrastructure

On 1 February 2013, pursuant to section 26 of the Water Industry Act 2012, the Minister for Water and the River Murray published a report - Access to Water and Sewerage Infrastructure.

Industry participants and interested citizens were invited to comment on the report and/or address any or all of the consultation questions in the report.

The closing date for submissions on this report was Friday 15 March 2013.
