The Water Relief Grant is available to incorporated sporting clubs that are responsible for paying a water and sewerage bill.  Clubs that have paid employees are eligible if they have annual grouped Australian payrolls of less than $1.5 million and are not entitled to a payroll tax waiver under the Government’s COVID-19 payroll tax relief measures.

If a club has received the $10,000 small business grant, the value of the Water Relief Grant will be reduced by $10,000.

The Water Relief Grant is only available to incorporated sporting clubs.

You can apply for the payment if you expect that your payroll will be below $1.5 million in 2019‑20.

JobKeeper payments are excluded from the calculation of total Australian payroll.

Generally, facilities such as swimming pools, and grass playing fields require significant water usage as part of their regular maintenance. Facilities such as hard courts, indoor facilities (e.g. netball courts, basketball courts, volleyball courts or hardcourt tennis courts) are not eligible for this scheme.

Evidence can come from:

  • The SA Water (or other water provider) bill the sporting club receives in its name.
  • A lease agreement documenting the sporting club’s responsibility with respect to the:
    • maintenance of the facility or ground;
    • the payment of the water and sewerage charges.
  • Any other legal document that provides this evidence.

If the eligible sporting club has not received the $10,000 Small Business Grant, the club will receive a grant equivalent to 50 percent of the quarterly water and sewerage costs1 invoiced in a bill issued between 1 April and 30 June 2020.

If the eligible sporting club has received a $10,000 Small Business Grant, the club will receive a Water Relief Grant equivalent to 50 percent of the water and sewerage costs1 incurred during the eligible billing period less the $10,000 Small Business Grant.

1 Water costs do not include any costs associated with bore water usage.

Generally water and sewerage bills are received from SA Water (or other water provider) on a quarterly basis, the sporting club can apply for relief from its water and sewerage bill that was invoiced between 1 April and 30 June 2020.

Remember that the club must provide evidence of its bills.

Add up all of the water and sewerage costs that are separately identified and invoiced from the club’s landlord between 1 April and 30 June 2020 - the total is the eligible water and sewerage costs.

If the eligible sporting club has received a $10,000 Small Business Grant, the club will receive a Water Relief Grant equivalent to 50 percent of the water and sewerage costs1 incurred during the eligible billing period less the $10,000 Small Business Grant.

Therefore, where a club has applied for / received the $10,000 Small Business Grant and where the club’s water and sewerage bill for the eligible period is:

  • greater than $20,000, the club should still apply for the Water Relief Grant.
  • less than $20,000, the club will should not make an application for the Water Relief Grant
